The City of Biloxi tells homeowners to ask for the contractor's City of Biloxi license card, which is required to do business in the city. To get one, a contractor must hold a Mississippi State Board of Contractors license, carry $300,000 in general liability insurance with the City listed as certificate holder, and post a $5,000 license and permitting bond.

Biloxi's Storm Record Is Measured, Not Imagined.
A contractor working in Biloxi should know what the city's roofs have actually faced. These figures come from National Hurricane Center reports and the city's own flood and permit records.
Zeta Gusted to 78 Knots at Keesler
During Hurricane Zeta on Oct. 28, 2020, the Biloxi station at Keesler recorded 56-knot sustained winds and a 78-knot gust. The National Hurricane Center said the most extreme damage appeared to be in Harrison County.
Back Bay Rose 7.2 Feet
The USGS gauge in the Back Bay of Biloxi measured 7.2 feet above mean higher high water during Zeta. In Biloxi, surge arrives from the bay side as well as the beach.
South of Highway 90 Takes the Surge
Biloxi's flood information program notes that areas south of U.S. Highway 90 are particularly susceptible to storm surge. The city holds a CRS Class 6 rating, worth a 20% discount on flood insurance premiums.
Katrina Rebuilt Biloxi Permit by Permit
After Katrina, Biloxi waived residential storm-repair permit fees and issued 1,425 residential storm permits by December 2005. If your roof went on during that rebuild, it is now about 20 years old.
On Biloxi homes that have been through several storms and patch repairs, the attic often shows what the shingles hide: staining, condensation, tired decking, and exhaust fans venting where they should not.
In Biloxi, a new roof should solve the old roof's problems, not cover them up.
WIND POOL & FORTIFIED
Ask Whether the Roof Can Earn a FORTIFIED Designation.
Harrison County, including Biloxi, is inside the Mississippi wind pool's coastal area. Strengthen Mississippi Homes offers grants of up to $10,000 toward a FORTIFIED Roof, but in 2026 it is open only to homeowners insured by the wind pool for three consecutive years. A statewide rollout is expected in early 2027.
